Anthropic Outlines 3 Measures to Keep US Ahead of China in AI

Anthropic has released a paper detailing how the United States can maintain a competitive advantage in artificial intelligence against China. The report argues that while existing export controls are helpful, they are insufficient due to Chinese workarounds like illicit chip smuggling and model distillation attacks. Anthropic proposes three key policy measures: tightening controls on hardware and data center access to limit China's computing power, legally prohibiting model distillation attacks, and promoting the global adoption of American AI hardware and models to prevent China from gaining market dominance. By implementing these strategies, the US could secure a significant 12-to-24-month lead in frontier AI capabilities by 2028.
