FBI and Indonesia Team Up to Take Down $20 Million Fraud Network

The FBI Atlanta Field Office, in collaboration with Indonesian National Police, has successfully dismantled the W3LL phishing network, a sophisticated operation responsible for over $20 million in attempted fraud. This landmark joint operation, the first of its kind between US and Indonesian law enforcement to take down a hacking platform, also led to the detention of the alleged developer in Indonesia. The W3LL phishing kit, sold for approximately $500, enabled approximately 500 threat actors to create convincing fake login pages and employ adversary-in-the-middle techniques to intercept login sessions in real-time, even compromising multi-factor authentication. Between 2019 and 2023, the platform facilitated the sale of over 25,000 stolen credentials, and after its initial shutdown, operators continued their activities through encrypted messaging apps. From 2023 to 2024, the kit targeted over 17,000 victims globally. This action underscores the persistent threat of phishing-as-a-service platforms and aligns with deepening US-Indonesia security ties, including a recently announced Major Defense Cooperation Partnership.
